Abstract

Sustainable Energy and Climate Action Plans (SECAPs) are a key instrument for the reduction of the energy consumption of buildings, and for the sustainable development of cities. Although these plans (and the SEAPs that preceded them) have been adopted by a large a number of local administrations, there are some fundamental difficulties that hinder their effectiveness, among them, the lack of data from the multiple sectors (building, energy, economy, financing) involved with building retrofitting, and the lack of information systems which interrelate these data in order to assess the impact of the adopted actions over long periods of time.

To contribute to overcome these difficulties, RETABIT will develop a service platform which will facilitate the multiple stakeholders involved in large-scale residential building retrofitting programmes to assess the status of buildings in an urban area and their potential for renovation, to evaluate possible renovation scenarios using multidimensional indicators, and to monitor the impact of their implementation over time. The creation of such platform conveys the development of data-driven models based on the integration of data from multiple domains, the design of services oriented to the diverse stakeholders involved in the retrofitting of the residential building stock, and their application to the design and monitoring of SECAPs in the case studies.

Through the use of the service platform, local stakeholders will be able to foster renovation wave plans at local level by supporting the implementation of SECAPs, as well as their impact in large-scale residential building retrofitting programmes. In order to develop the platform, the needs of the users involved in the creation and monitoring of the SECAPs in two selected municipalities will be determined. The cases of study will be selected with the collaboration of the public institutions that have given their support to this project. The platform will be developed in close collaboration with these institutions, and the functionalities will be tested during the project development with the participation of end-users. After demonstrating its functionalities in the case studies, the RETABIT service platform can be deployed to other municipalities, providing that they have access to the necessary data.
